[Developer QoL] Update the commit hash patching script

This branch updates the commit hash patching script, improving it in several ways:

• Correctly handles the new(ish) allowScripts section of package.json
• Adds a verification step for automatically retrieved commit hashes (skipped with the -y flag)
• Adds a fallback option to manually specify the commit hash
• Automatic commit hash retrieval using the gitpython module is now optional
• No longer asks to clean out node_modules/, .angular/, or docker images. (It was helpful to my workflow, but it's out of scope)
• Switches to argparse over manual sys.argv parsing
