Implemented GetGoalsForUser functionality for the Goal controller.

Changes made:

Added GetGoalsForUser GET endpoint using userId.
Added unit test coverage for retrieving goals for a user.
Updated Goal model changes.
Verified all tests pass successfully.

Test result:
11 tests passed using dotnet test.
