Fixes #365. Summary: use the canonical proposal-collection REST path without a trailing slash, and add a regression test that verifies the path and request. Validation: focused governance tests: 8 passed; non-integration suite: 207 passed, 2 skipped, 12 deselected; Black, isort, flake8, and whitespace checks pass for the changed files.
