Add link from risk of confusion to identify-operator #1079

We should add a parameter to the risk-of-confusion shortlink. The parameter hold the name of the country. The risk of confusion element should automatically display a button with a link to the identify-operator. Maybe the identify operator needs an id to be referenced directly
