Summary

Problem

Developers do not have a command line utility for working with UCANs.

Impact

Developers could generate and validate UCANs.

Solution

Add UCAN utility commands. This should include, but is not limited to, generating and validating UCANs. Let's add other things that might be useful to this issue.
