What

  • build-deb.yml / build-rpm.yml: drop the push: tags trigger; keep pull_request (path-filtered to the packaging files) and workflow_dispatch.

Why

These workflows only need to confirm that the packaging definition still builds and installs. Packages for the FlagOS repositories are built and uploaded by flagos-ai/build-infra from a pinned ref, so a tag push in this repository no longer needs to build or upload anything. release.yml (GitHub release) is untouched. Same change as flagos-ai/FlagGems#7141.

Verification

Check Result
build-deb.yml on this PR fails on main already (project.license table vs PEP 639 string, run 38529421678); fixed by #110, unrelated to this change
build-rpm.yml on this PR see checks below

This PR was written in part with the assistance of generative AI.

build-deb.yml and build-rpm.yml now run only for pull requests that
touch the packaging definition (and on manual dispatch); the tag
trigger is gone. Packages for the FlagOS repositories are built and uploaded by
flagos-ai/build-infra from a pinned ref.
