Install managed Git hooks and gate Beads commit trailers behind BD_ALLOW_AGENT_COMMIT_TRAILERS=1 to meet our CI policy. Adds an idempotent installer that chains pre-commit and bd hooks.

  • Validates guard and Beads delegation; fails fast if pre-commit or bd are missing; safe to run repeatedly.
