The kernel implementation, boot code, build scripts, tests, and Kernel CI remain preserved on
codex/base-kernelas the migration source. They should not be merged into the Flow compiler repository.Target repository:
flooooooooooow/flow-kernel. Once that repository exists, this branch can be transplanted there and the kernel CI adapted to consume the Flow compiler as an external dependency.
