Adds Practical Web Tools to the Online PDF Toolkits section (Client-Side).

It is a free browser-based toolkit with a full PDF suite (edit text, merge, split, sign, redact, OCR to Markdown) plus image/audio converters and calculators — everything runs client-side with no uploads, no accounts and no tracking, and it works offline as a PWA. Deep link goes to the PDF tools section.

Format matches the existing entries. Happy to adjust placement.
