AGENTS.md is the one instruction file every coding agent reads. Rename the root and swapr/ files, say in their intros that they are for all coding agents, and point the two documentation lists and one test comment at the new name.

Why
Kelvin, 2026-09-23: "I want no CLAUDE.md to exist ... I'd prefer [AGENTS.md] instead. Always." Our shared agent rules now say the instruction file is
AGENTS.mdfor every coding agent (Claude, Codex and the rest). What changes
CLAUDE.mdis renamed toAGENTS.md, andswapr/CLAUDE.mdtoswapr/AGENTS.md. Only the title and first line change, so they say the file is for all coding agents.PROJECT_DOCUMENTATION.mdand one comment inauto-qa/tests/rpc-config.test.mjsnow nameAGENTS.md.What does not change
companies/IMPLEMENTATION_CHECKLIST.mdstill mentions CLAUDE.md in an old task list; it is history, so I left it.Will agents still see the instructions?
Codex already reads
AGENTS.md. On the General host (Claude Code 2.1.280, tested 2026-09-23), Claude Code readsAGENTS.mdfrom the working directory and every parent directory, and nested ones such asswapr/AGENTS.mdwhen it reads that folder. This works for sessions, subagents and workflow agents, as long as there is noCLAUDE.md.One catch: Claude's
AGENTS.mdloader is switched on for General but not yet on farol or Kelvin's Mac, so Claude sessions on those two machines will stop seeing these instructions after this merges until they get the same fix.
