ci(census): re-bless the census pins for pr-budget.yml, the 67th workflow #10167

Goal

Make master's cli-tri job green again: its step "No census moved without saying so" fails because #10087 added .github/workflows/pr-budget.yml without re-blessing the census pins.

Boundary

Touches only tools/census/quiet.txt and tools/census/shell.txt, written by tri census pin --bless. No workflow, gate or compiler change.

Scenarios

• tri census pin --gate on master 45decd5: FAIL, workflow files read was 66, now 67, in both the quiet and shell census.
• After tri census pin --bless on the same checkout the gate passes.

Requirements

• quiet: workflow files 66 -> 67; named a path but not quiet 198 -> 200.
• shell: workflow files 66 -> 67; jobs 87 -> 88; run: steps 313 -> 314; the runner names the shell 292 -> 293.
• All of the movement comes from the one new workflow, pr-budget.yml.

Close criteria

• cli-tri passes on the PR.
• PR merged with Closes this issue.

Requirements

FR-001: The quiet census in tools/census/quiet.txt MUST reflect workflow files count 67 (was 66) and named a path but not quiet count 200 (was 198).

FR-002: The shell census in tools/census/shell.txt MUST reflect workflow files count 67 (was 66), jobs count 88 (was 87), run: steps count 314 (was 313), and the runner names the shell count 293 (was 292).

FR-003: All census count changes MUST originate solely from the addition of .github/workflows/pr-budget.yml.

FR-004: The tri census pin --bless command MUST update both tools/census/quiet.txt and tools/census/shell.txt to the new blessed values.

Success Criteria

• tri census pin --gate on the updated checkout exits 0
• tools/census/quiet.txt shows workflow files 67 and named a path but not quiet 200
• tools/census/shell.txt shows workflow files 67, jobs 88, run: steps 314, the runner names the shell 293
• cli-tri job passes on the PR (exit 0)
