spec(igla): own_model -- DELIVER cells 7, 16, 17, 18, 27 verified by the review of #10179 #10177

Goal

Flip the five DELIVER cells of specs/igla/own_model.t27 (cells 7, 16, 17, 18, 27) from DRAFT to VERIFIED, on the review tri-claw[bot] gives #10179 (#10164 merged without one). Part of epic #10024.

Boundary

• specs/igla/own_model.t27: REVIEWED, STATUS, ROWS, the review header entry, and the new REVIEW_PR / REVIEW_ID constants.
• specs/igla/own_model_board.t27: MSG, CELL_STATUS, and the tally test.
• Nothing else. Cells 8, 9, 24, 25 and 26 stay gaps.

Scenarios

• A DELIVER cell that is GROUNDED and REVIEWED shows VERIFIED, or PUBLISHED when it is also LIVE (cell 7).
• A cell that is REVIEWED but not DELIVER, or not GROUNDED, fails the test.
• Negative control: setting REVIEWED[6] to false makes a_status_is_earned_not_chosen fail.

Requirements

• REVIEW_ID is the id of an APPROVED review on spec(igla): own_model -- put the DELIVER cells' evidence (7, 16-18, 27) to review (Closes #10178) #10179 by tri-claw[bot], read from gh api repos/gHashTag/t27/pulls/10179/reviews.
• The tally reads "2 published, 20 verified, 0 drafts, 5 gaps".
• t27c test-report on the Railway lab: own_model 9 tests, board 6 tests, 0 fail, 0 vacuous.

Close criteria

• The PR merges with both specs green on the lab and the review id filled in.
• The IGLA board message reads 2 published, 20 verified, 0 drafts, 5 gaps.
