spec(igla): own_model -- put the DELIVER cells' evidence (7, 16-18, 27) to review after #10164 merged unreviewed #10178
Description
Goal
Put the evidence of the five DELIVER cells of specs/igla/own_model.t27 (cells 7, 16, 17, 18, 27) to a review. Cell 23's PR #10164 re-took that evidence for a review, but it merged on 2026-10-18 at 02:43Z without one. The topic engine counts a DELIVER cell as VERIFIED only once a review of its evidence exists. A later PR (#10177) records that review's id. Part of epic #10024.
Boundary
specs/igla/own_model.t27: the- review:header note only. No constant, no status, no test changes.docs/reports/t27b_expectations.json: two rows,specs/igla/own_model.t27andspecs/igla/own_model_board.t27, verdictpass. Master's t27b ratchet lists both as UNLISTED with the reference passing them and t27b passing them.
Scenarios
- A reviewer re-reads the evidence in the PR body against the header's MEASURED entry and finds the same numbers.
- The t27b ratchet no longer names either own_model file as UNLISTED.

Each number below comes from t27c test-report on the Railway lab at the PR's base, master e3fffe2:

These endpoints answered 200 when queried from the lab: GET huggingface.co/api/models/playra/tern-tc-9m and .../tern-tc-9m-t27 (cell 7), and board-production-2dec.up.railway.app/state (cell 27).
Close criteria
- The PR changes only the two files named in Boundary.
- Each number in Requirements matches the header's MEASURED entry.
- The PR has an approving review. spec(igla): own_model -- DELIVER cells 7, 16, 17, 18, 27 verified by the review of #10179 #10177 then records that review's id.
