ledger(t27b): three specs landed without a ratchet row -- UNLISTED 3 on master #10212

Goal

Turn t27b-native-ratchet green again on master and on every open PR. Three specs landed on master without a ledger row: #10198 (specs/t27f/spec_graph_derive.t27), #10202 (specs/t27f/spec_graph_outline.t27) and #10194 (specs/t27mcp/find.t27). The ratchet now reads UNLISTED 3, for example "specs/t27f/spec_graph_outline.t27: the reference passes it and the ledger does not name it (t27b pass)". Seen on #10185 (epic #10024), in run 39096977680.

Boundary

• Only docs/reports/t27b_expectations.json changes: three rows, inserted in path order, each with the verdict the run measured (t27b: pass).
• No other row is added, removed or rewritten. No spec changes.

Scenarios

• Given master plus the change, When t27b-native-ratchet runs, Then it reports UNLISTED 0 and a green verdict.
• Given the ledger, When it is read as JSON, Then it parses and the three new paths each appear exactly once.

Requirements

• FR-001: Each new row MUST carry the verdict the ratchet measured for that file (pass).
• FR-002: The PR MUST change exactly one file, docs/reports/t27b_expectations.json, with three added lines and none removed.
• FR-003: The rows MUST sit in path order with their neighbours.

Success Criteria

• git diff --numstat origin/master on the PR branch prints 3 0 docs/reports/t27b_expectations.json.
• t27b-native-ratchet on the PR concludes success with UNLISTED 0.

Close criteria

• The PR merges and t27b-native-ratchet is green on it.
