spec(igla): own_model -- the seven DELIVER cells reviewed, 3 published / 22 verified #10269
Description
Goal
Record in specs/igla/own_model.t27 that the seven grounded DELIVER cells (7, 8, 16, 17, 18, 25, 27) passed review. PR #10185 grounded them and was meant to carry their review, but auto-merge took it in on 2026-10-18 06:24 with no APPROVE (only a REQUEST_CHANGES on an older head). So the PR for this issue puts the same evidence to review again, with auto-merge off, and its own APPROVE by the reviewer bee is the review it names. Epic #10024.

Requirements
- FR-001:
REVIEW_IDMUST name a real APPROVED review on PRREVIEW_PR. - FR-002:
REVIEWEDMUST be true at exactly the seven indices above, and false at index 25. - FR-003: The tally MUST be derived by the spec and MUST NOT be typed into it by hand.
- FR-004: The PR MUST NOT be merged by auto-merge before the APPROVE exists.
Success Criteria
- On the lab, own_model passes 10 tests of 10 and own_model_board passes 6 tests of 6, 0 vacuous.
- With
REVIEWED[24]set back to false, own_model fails 2 tests (negative control). t27c gen-json specs/igla/own_model_board.t27prints the message 3 published, 22 verified, 1 drafts, 1 gaps; 61%.
Close criteria
- The PR merges with an APPROVE on its head lineage and its required checks are green.

Reopened: #10270 was merged by the issue gate's default auto-merge 90 s after the push, before any review, and #10273 took its claim back. The review is requested again in a PR labelled no-auto-merge.

Reopened: #10270 closed this on its unreviewed auto-merge, and #10273 took that change back. The review is now requested in #10275 (label no-auto-merge).
