spec(igla): own_model -- take back the REVIEWED claim #10270 merged without a review #10272

Goal

Take back the REVIEWED claim that #10270 put on master. #10270 set REVIEWED true for cells 7, 8, 16, 17, 18, 25 and 27 and REVIEW_PR to 10270, with REVIEW_ID still REVIEW_ID_TBD. GitHub auto-merge, switched on by the app session that opened it, merged it at 2026-10-18 06:33:44, 90 seconds after the push and before any review. So master claims a review that does not exist. Epic #10024.

Boundary

• specs/igla/own_model.t27 and specs/igla/own_model_board.t27 return to their content at df8b1d5 (spec(igla): own_model -- ground cells 8, 24 and 25, put the DELIVER evidence to review again (Closes #10184) #10185): REVIEWED false at those seven cells, tally 1 published, 17 verified, 8 drafts, 1 gap; 61%.
• Nothing else changes. The review itself is re-requested in a separate PR that cannot merge before it has an APPROVE.

Scenarios

• Given the revert, When t27c test-report specs/igla/own_model.t27 runs on the Railway lab, Then 9/9 pass with 0 vacuous.
• Given the revert, When t27c test-report specs/igla/own_model_board.t27 runs, Then 6/6 pass, and the message reads 1 published, 17 verified, 8 drafts, 1 gaps; 61%.

Requirements

• FR-001: Master MUST NOT name a review that does not exist.
• FR-002: The two files MUST equal their df8b1d5 content byte for byte.

Success Criteria

• git diff df8b1d504 -- specs/igla is empty after the merge.
• The lab gives own_model 9/9 and board 6/6.

Close criteria

• The revert PR merges with its required checks green.
