census: re-bless gates quiet and gates shell after the claw-t27f job (master cli-tri red since #10283) #10303

Boundary

Touches only tools/census/quiet.txt and tools/census/shell.txt, the blessed ledger read by tri census pin --gate in cli-tri.yml. No workflow, spec or CLI source changes.

User Scenarios

• A contributor opens any pull request that touches .github/workflows/ and sees cli-tri red on "No census moved without saying so" for a move they did not make.
• Since 834f258 (feat(claw): claw/t27f -- the seal-gated T27F check on every .t27 pull request through the TRI CLAW App (Closes #10268) #10283) master itself fails that step: gates shell reads 89 jobs against a ledger of 88, and gates quiet reads 33 quiet-shape steps against 32.

Requirements

FR-001: The change MUST re-bless both ledgers from the master tree with tri census pin --bless.
FR-002: The commit message MUST name each number that moved and the change that moved it: #10283 added the claw-t27f job (jobs 88 -> 89, quiet-shape steps 32 -> 33, one more file-existence guard), and #10299 added its annotation POST and PATCH steps (run steps 314 -> 316).

Success Criteria

• tri census pin --gate exits 0 on the branch, run on the Railway lab.
• cli-tri passes on the pull request.
