census: re-bless quiet and shell after the claw/t27f job (#10283) -- cli-tri red on master #10306

Goal

cli-tri is red on master for every pull request: tri census pin --gate fails with quiet moved and shell moved. The claw/t27f workflow from #10283 (.github/workflows/gate-topology.yml) added one job and two run: steps, one of them gated on a file existing, and the census ledger was not re-blessed in that commit.

Boundary

• tools/census/quiet.txt and tools/census/shell.txt only, both written by tri census pin --bless.
• Not in scope: the workflow itself (it is correct), any other census, any other red on master.

Scenarios

• Given master at 30b4363, When tri census pin --gate runs, Then it fails with jobs 88 -> 89 and quiet steps 32 -> 33.
• Given the branch, When tri census pin --gate runs, Then it passes.

Requirements

• FR-001: The ledger files MUST be the output of tri census pin --bless on master's tree, not hand-edited.
• FR-002: The commit message MUST name each number that moved and the commit that moved it.

Success Criteria

• cli-tri's step "No census moved without saying so" passes on the PR.

Close criteria

• The PR merges and tri census pin --gate passes on master.

Success Criteria

• tri census pin --gate runs on the updated tools/census/quiet.txt and tools/census/shell.txt and returns exit 0
• The cli-tri step "No census moved without saying so" passes (1 test)
