spec-guards red on master: gen/c/claw/gates.c not regenerated after #10674 #10683

Master's spec-guards job has been red since d8ef9cc (#10674). It is red on master e607228 and on 40b59d3, and every open PR inherits it. The failing step is "committed gen/c/claw/*.c and gen/json/igla/own_model_board.json are what their specs lower to today". #10674 added two tests to specs/claw/gates.t27, audit_tail_line_matches_the_count and coverage_report_lines_are_exact, but gen/c/claw/gates.c was not regenerated.

Boundary

• In scope: gen/c/claw/gates.c only, regenerated by t27c gen-c specs/claw/gates.t27 (L2: generated, not hand-edited).
• Out of scope: any spec change, and the other files the step checks, which are not stale on 40b59d3.

User Scenarios

• A PR author sees spec-guards green when their PR does not touch claw.

Requirements

• Regenerate gen/c/claw/gates.c from master with the lab t27c. Its codegen has not changed between the lab build 6bc4171 and master.
• The regenerated C passes its own tests under -DT27_TEST_MAIN.

Success Criteria

• On the Railway lab, the step's eight commands followed by git diff --exit-code give an empty diff on the PR head.
• spec-guards is green on the PR.
