duplicate-bodies red on master: spec_deps.t27 deps_len copies claw t27f_gate lit_len (#10681) #10685

#10681 merged with its duplicate-bodies check red. tools/dupe_scan.py reported: "a body written under deps_len is now copied [2] time(s) and was in no ledger." deps_len in specs/t27f/spec_deps.t27 has the same body as lit_len in specs/claw/t27f_gate.t27, so master's duplicate-bodies is red from 40b59d3 on. The issue gate auto-merged the PR even though that check failed.

Boundary

• In scope: specs/t27f/spec_deps.t27 and its seal.
• Out of scope: the issue gate's auto-merge rule, and every other duplicate group already in tools/duplicate_bodies_baseline.txt.

User Scenarios

• A PR author sees duplicate-bodies green on master and on their PR.

Requirements

• Delete deps_len. Import lit_len from claw::t27f_gate instead, and do not bless the copy into the ledger.
• No behaviour change: the spec's 13 tests still pass.

Success Criteria

• python3 tools/dupe_scan.py exits 0 on the PR head, run on the Railway lab.
• t27c test-report specs/t27f/spec_deps.t27 passes 13 of 13 on the lab, and the seal is refreshed.
