docs: DECISION-REGISTER entry 11 cycle is gone, and 14 verdicts are cut at ~900 bytes #10700
Fourteen of the fifteen verdict paragraphs stop in mid-word, at 900 to 906 bytes (for example, entry 11 ends "...the transitive closure of imports g"). They were cut when commit 13b005f wrote them. git log --all -S finds the text in no other commit, so it cannot be restored.
Boundary
In scope: a dated note in docs/DECISION-REGISTER.md that says which paragraphs are cut, and an update under entry 11 with today's graph.
Out of scope: rewriting the cut verdicts, and any change to a spec.
User Scenarios
A reader of entry 11 learns the cycle is gone and which PR removed it.
A reader of any cut verdict knows the text stops early and does not finish the sentence from memory.
Requirements
Every claim in the update names its source: a PR, an issue or a spec.
No verdict text is changed or completed.
Success Criteria
The note lists the measured cut lengths (900-906 bytes, 14 of 15) and the commit that cut them.
Entry 11 carries an update that matches master's use lines.
Closed by the issue-shape gate (specs/policy/issue_shape.t27, #7498): an issue must have the template's sections. Edit the body; an edit that passes reopens it.
