skills: t27/idea-factory card -- TRI CLAW unpacks any idea in any particle preset #10796

Part of epic #10560. Follows #10784 (the idea factory) and #10792 (Russian text in the factory).

TRI CLAW has skill cards for the beat reel (t27/reel-beat), the why card and the deps card. It has none for the idea factory, so an agent asked for "a reel of this idea in the rain style" has no card that names the spec, the presets or how to pass a Russian idea.

Boundary

• New: specs/skills/t27-idea-factory.t27, a spec-only skill card in the shape of specs/skills/t27-reel-beat.t27.
• Its seal under .trinity/seals/ and its row in docs/reports/t27b_expectations.json.
• No change to specs/t27f/*.t27. The card points at idea_factory.t27, glyph57.t27 and particle_ds.t27 and copies none of their law.

Scenarios

• An agent reads the card and learns: the input is (idea, preset); | cuts a scene; presets 0..4 are noir-gold, neon-vortex, trit-charge, paper-ink and rain; Russian text is a u8 array of UTF-8 bytes, never \xNN.
• The card's test pins its constants, so a renamed spec path or a dropped preset fails the test, not the site.

Requirements

• FR-001: The card MUST name specs/t27f/idea_factory.t27, specs/t27f/glyph57.t27 and specs/t27f/particle_ds.t27 in SPECS.
• FR-002: The card MUST carry the tag social-visual, so TRI CLAW lists it with the other social-visual cards.
• FR-003: The card MUST list the five presets in the order of particle_ds.PRESET_NAMES. Cards import nothing (the site generator reads each card alone), so the lab check compares the joined list to PRESET_NAMES byte for byte.
• FR-004: The card MUST NOT claim voice, music or a synthesised FPGA design; the factory has none of them.

Criteria

• t27c test-report on the Railway lab passes the card with 0 vacuous tests.
• The seal is saved and --verify reports MATCH.
• The t27b front-end check reaches the JIT step with no blocker, so the ledger row is pass, and max_not_pass does not rise.

Success Criteria

• t27c test-report specs/skills/t27-idea-factory.t27 exits 0 with 0 vacuous tests
• t27c verify .trinity/seals/t27-idea-factory.seal exits 0 and prints MATCH
• t27b check --expectations docs/reports/t27b_expectations.json reaches JIT step, ledger row for t27-idea-factory is pass, max_not_pass unchanged
