epic(t27f): gen-UI content factory -- one idea to a reel, a cover and a caption, from .t27 #10915
Description
The T27F gen-UI content factory turns one idea into a social reel, a cover still and a caption, and every frame is computed from a .t27 spec. This epic is the ledger of the whole autonomous loop of 2026-10-18/19.
It is a container. It has no Boundary section on purpose, so the Queen never dispatches it. Each sub-issue is Queen-shaped and says Refs this epic.

Still open on master, not delegated
- HSLM release close-out: clear master's inherited reds (scan, duplicate-bodies, orphans) so #10836 lands #10935 (master reds): one ledger row is still missing. The
eval_hslm.t27row is blocked: it would push not-pass past the cap of 129, and the cap is never raised. The orphaned-modules red needs Rust, so it waits for the owner.
