t27b native red on master: the ledger lacks rows for five specs #10951

Boundary

Touches docs/reports/t27b_expectations.json only (ledger rows and the max_not_pass cap). The "Orphaned modules" red is a walker bug, fixed by PR 10950 (Closes #10936), so this issue does not touch cli/tri/src/modreach.rs, docs/reports/orphan_modules.json, any workflow, gen/ or any spec.

User Scenarios

• A maintainer opens a PR against master and t27b native is red with UNLISTED rows although the PR touches none of those specs. It goes green once the ledger names them.

Requirements

1. t27b native reports UNLISTED against ledger 2520ee1: specs/analog/raw_writer.t27 (pass), specs/igla/coder/hslm_bwd_ptx.t27 (pass), specs/ml/eval_hslm.t27 (blocked, ExprCall(undeclared fn)), specs/tools/t27o/zig_convert.t27 (pass), and, after master moved, specs/ml/hslm_f32_study.t27 (pass). Add the rows in sorted order and raise max_not_pass by the blocked row, so the cap equals reality, as ledger: the five rows master lacks -- sar_adc, sar_comparator_psp, mos_psp103_50c_data, worktrees/reap pass, ngram_hslm blocked; cap equals reality at 129 (Closes #10887) #10889 did.
2. Re-check hslm_bwd_ptx after PR 10948 (merged), and any spec that landed since.

Success Criteria

• The t27b native ratchet verdict is pass on the PR head.
• t27b native is green on the master tip after merge.

Requirements

FR-001: The ledger docs/reports/t27b_expectations.json MUST include rows for the five UNLISTED specs in sorted order: specs/analog/raw_writer.t27 (pass), specs/igla/coder/hslm_bwd_ptx.t27 (pass), specs/ml/eval_hslm.t27 (blocked, ExprCall(undeclared fn)), specs/ml/hslm_f32_study.t27 (pass), specs/tools/t27o/zig_convert.t27 (pass).

FR-002: The max_not_pass cap in docs/reports/t27b_expectations.json MUST be raised by one to account for the newly blocked spec specs/ml/eval_hslm.t27, so the cap equals the actual number of not-passing entries.

FR-003: The spec specs/igla/coder/hslm_bwd_ptx.t27 MUST be re-verified after PR 10948 (merged) and any subsequent spec landings to confirm its pass status before the ledger update is finalized.
