t27b ledger: nine widgets rows landed, eval_hslm no longer compiles in the reference #10974

Boundary

Touches docs/reports/t27b_expectations.json only (rows and the max_not_pass cap). No Rust, no workflow, no gen/, no spec.

User Scenarios

• A maintainer merges a PR and t27b native on the master tip is red although nothing they touched changed. It goes green once the ledger matches the reference.

Requirements

1. t27b native on master tip b92f6f1 reports UNLISTED for nine specs/widgets rows (fasm_skyline_logic, html_out, json_scan, jtag_verdict, lut_depth_logic, lut_explain_logic, lut_treemap_logic, race_the_bee, stat_card_logic; all pass): add them in sorted order.
2. It reports STALE for specs/ml/eval_hslm.t27 (the reference no longer compiles it: undeclared identifier b4_s). Drop the row, as t27b ledger: drop train_hslm (aarch64 TLS limit), name thread_model (Closes #10954) #10955 did for train_hslm, and lower max_not_pass 130 -> 129 so the cap equals reality.

Success Criteria

• The ratchet verdict is pass on the PR head and t27b native is green on the master tip after merge.

Requirements

FR-001: The ledger at docs/reports/t27b_expectations.json MUST include nine new rows for widgets specs (fasm_skyline_logic, html_out, json_scan, jtag_verdict, lut_depth_logic, lut_explain_logic, lut_treemap_logic, race_the_bee, stat_card_logic) in sorted order, each marked as passing.

FR-002: The ledger at docs/reports/t27b_expectations.json MUST remove the row for specs/ml/eval_hslm.t27 because the reference no longer compiles it (undeclared identifier b4_s).

FR-003: The max_not_pass value in docs/reports/t27b_expectations.json MUST be lowered from 130 to 129 to match the actual count after the row removal.
