docs and skills: state the pane-first model routing of #11317 where the old rule is still written #11321

Follow-up of #11317 (PR #11320, merged): specs/claw/model_route.t27 now starts every sub-task in a free T27 OS pane (TIER_PANE), escalating to Sonnet after 2 failures and to Opus after 4 (or on the owner's word); orchestration stays on Sonnet. Four texts still state the old rules and would send a reader back to paid subagents:

• FR-001: each of the four states the rule of model_route.t27 as it is now, in one or two sentences, and points to the model-routing and t27os-orchestra skills; no rule is restated in full anywhere but the spec.
• FR-002: the analog-emulation and t27o loop steps keep their machine limits (panes or subagents at once on the 8 GB Mac) and say that until T27 OS orchestra: lanes as panes -- spawn with a title, a brief file and a permission mode; wait, status and a read tail for T27OS_CTL #11316 lands a pane cannot run unattended, so a lane falls back to a Sonnet subagent.
