master red: cli/tri needs gen/rust/t27os/release.rs, which #11324 did not commit #11327

Master is red since the squash of #11324 (987c72e): cli/tri/src/main.rs declares mod t27rel; with a path to gen/rust/t27os/release.rs, and that generated file was not committed (gen/ is gitignored; it needed git add -f). tri does not compile, which fails cli-tri, the corpus ratchet, "Documented t27c subcommands exist", "Every source file is reachable from its crate root" and "No test binary shares one scratch directory" on master and on every later PR.

User Scenarios

• Given master, when cargo build -p tri runs, then it compiles.

Requirements

• FR-001: gen/rust/t27os/release.rs MUST be the exact output of t27c gen-rust specs/t27os/release.t27 from a master-built t27c.

• cargo build -p tri exits 0 on the fix branch.
