Section 595: the gate blindness was its bypass #3338

A required context whose whole body was echo "Checking repository freshness..." asserted nothing — and also exempted every bot PR from a requirement it could not enforce. Giving it real work removed the exemption nobody knew existed. Fixed in #3336, proven on all eight live Dependabot PRs.

The general rule: when you give an empty gate real work, ask what its emptiness was covering, and look for the exemptions its siblings carry.
