ci-gates SKILL.md: sections 546, 547 and 548 each appear twice on master #3399
Three section numbers collide in .claude/skills/ci-gates/SKILL.md on origin/master.
Measured
Counting ^## <N>\. headings on origin/master:
559 numbered sections, highest is 597
duplicated numbers: 546, 547, 548 — each appearing twice
The set is stable: the same three duplicate on the base and on a branch that only appends a new section, so nothing recent introduced them.
Why this is the expected failure
This is the collision the numbering resolver exists for. Two branches each append the next free number against the same base; neither side carries a conflict, because appending different text at the end of a file is not a textual conflict. The merge creates the defect, not either branch — which is why review on either side would not have caught it, and why a squash merge hides the relationship.
Not fixed here
Renumbering rewrites section identity, and sections are cited by number in commit messages, issues and other skill sections (see §550), so a renumber needs its own review and a pass over the citations. Deliberately left out of #3398, which only appends §598 and was verified append-only (first 916,851 characters byte-identical to master).
What is worth deciding: whether the numbering should be resolved at merge time by a tool, or whether duplicate numbers are acceptable and citations should move to slugs instead.
A boundary drafted from the paths this issue already names, so a bee can take it. Nothing is reserved until this is in the issue body - the Queen reads the body, not comments. Check the paths first: a wrong boundary reserves files the work does not own.
