The Queen only manages: the publisher must never arm auto-merge, a merge needs a reviewer bee #5525
Owner's rule, 2026-10-02, overriding the 2026-10-01 rule "the Queen's accept IS the merge" (#5422): the Queen does not merge by herself; she only manages -- assigns, judges, accepts or rejects. A merge happens only after a reviewer bee (a code-review agent with real tools) has reviewed and verified the pull request.
Acceptance
tools/queen/publish.py still opens a pull request for an accepted branch, but never runs gh pr merge with --auto or a merge method; any armed bee PR is disarmed.
--self-test proves it structurally (no gh pr merge argv in the module other than --disable-auto).
.github/workflows/auto-merge-ready-prs.yml merges only PRs labelled bee-reviewed; the Queen's verdict is not a merge trigger.
