policy: foreign-exceptions.txt is missing the pre-rule files modified by label-gated PRs #6826/#6847 #6936
Lefthook own-language checks a local merge-commit against its first parent, so merging master into any branch now trips on these four files even though the branch itself adds no foreign code. Hit while running the conflicts-rebase route for #6695; same mechanism as the #5921 trap, now triggered by master-side content.
CI is not affected (it reads the BASE copy of the exceptions file, and the PRs that modified these files carried the owner-approved-foreign label); only the local merge-commit route is.
Done when
The four paths are recorded in tools/policy/foreign-exceptions.txt and a merge of origin/master into a feature branch commits cleanly under lefthook.
