spec(automation/bot-topic-tabs): v2 -- own-claim settle, no naming while a tab is made, editForumTopic probe, remote setup gate #7450

Follow-up to #7388 (host gHashTag/999-multibots-telegraf #3544), approved by the owner.

• settle_won: a maker slower than CLAIM_STALE_MS settles only its own claim; when the claim was taken it deletes the topic it made.
• may_rename gains claim_pending: no topic is named while a fresh claim of the person is pending.
• PROBE_METHOD = editForumTopic (chat id and thread id only, an edit that changes nothing); the Bot API has no getForumTopic, the known limit is written down.
• may_set_up(own, keeper): an agent sets up a person's tabs over MCP only for itself or as a keeper.
