queen-job: rehearse release-t27c 0.5.2 (the first release the swarm makes) #7967
Given the release-t27c card for version 0.5.2 is queued for rehearsal, When the swarm executes the rehearsal, Then every step of the card runs to completion and no tag t27c-v0.5.2 is created.
Given the manifests at the pinned master head specify version 0.5.2, When the rehearsal runs, Then the release is recorded as the one it would make and the walk to the end completes.
Given a green rehearsal result, When the publish job is triggered, Then the publish job proceeds; otherwise it is blocked.
Requirements
FR-001: The release-t27c card MUST support a rehearsal mode that executes all steps without publishing artifacts or creating tags.
FR-002: The rehearsal MUST verify manifests at the pinned master head declare version 0.5.2.
FR-003: The rehearsal MUST record the release that would be made without creating the tag t27c-v0.5.2.
FR-004: The rehearsal MUST complete the full walk to the end and report success (exit 0) as the gate for the publish job.
FR-005: The swarm execution script MUST support invoking the release-t27c card in rehearsal mode for a given version.
Success Criteria
python scripts/tri_loop/swarm.py rehearse release-t27c 0.5.2 exits with exit 0 and produces no tag t27c-v0.5.2.
The rehearsal logs show all card steps executed and the release recorded as the one it would make.
The GitHub Actions workflow .github/workflows/release.yml has a rehearse job that runs on the same triggers as publish but sets a rehearsal flag and does not push tags.
5 tests in the test suite cover rehearsal mode behavior for release-t27c.

Rehearsal green. Job #2 ran in the swarm, with no session open, at the pinned master commit a40d891:
The publish job follows, as the owner asked ("Yes: a rehearsal, then the release").
