specs/base/types.t27 does not compile, so 340 specs rebuild on closure (#8095) #8303

specs/base/types.t27 has a blocked seal. pack_position_bounds still asserted 8 trits per byte, while the owner decided on 2026-10-09 that it is 4. Nearly every spec imports this module, so under t27c frontier it is the largest closure root on master: 340 rebuilds.

PR #8177 makes it compile: 66 of 66 tests pass. That PR stalled as a draft, without a v2 seal and without a closing reference. This issue is its Closes target.

Acceptance criteria

• t27c test-report specs/base/types.t27 prints FAIL 0
• the three seal files naming specs/base/types.t27 carry "seal_schema": 2 with 0 failed tests

Requirements

• FR-001: The pack_position_bounds function in specs/base/types.t27 MUST assert 4 trits per byte instead of 8 trits per byte.
• FR-002: The module specs/base/types.t27 MUST compile and pass all 66 tests under t27c test-report.
• FR-003: All three seal files naming specs/base/types.t27 MUST be updated to "seal_schema": 2 with zero failed tests.
