Epic: t27b builds itself -- ELF, C-ABI bridge, self-built modules, fixed point #8951
Description
The matryoshka rule (AGENTS.md, #8920), applied to t27b: every layer is generated from .t27 and compiles itself.
- t27b: ELF64 relocatable objects for aarch64-linux, written in t27 (specs/tri/t27b/elf.t27) #8947 ELF64 objects in t27 (step 3a)
- t27b: a C-ABI bridge -- Rust calls a function t27b compiled, per AAPCS64 #8948 C-ABI bridge (step 3b)
- t27b: the first self-built module -- a plan spec compiled by t27b, linked into t27b instead of gen-rust #8949 first self-built module (step 3c)
- t27b: every plan module self-built, hand glue to zero, fixed point stage2 == stage3 #8950 all modules self-built, glue zero, fixed point (steps 3d-4)
Every PR is net <= 0 in hand-written lines (#8236), its decisions are in .t27, and it is proved by signed receipts. Related: see #6198, #5980, #7706, #7915.

The Queen cannot take this issue yet. A bee starts only on an issue whose body has every section below, and this one lacks:
- specs/x.t27); without it the Queen reserves nothing and no bee can take the issueFR-001: ...
