t27f deck: stills draw the glass card invisible (still_frame is the faded last frame) #9985

Description
Problem
reel.t27 takes a scene's still at still_frame, the last frame of the scene (k = n - 1). deck.t27 (#9979) fades the glass card out over the last FADE_OUT_FRAMES, so card_alpha(n - 1, n) == 0. A host that draws a still with card_alpha draws every split still with an invisible card. Found by the t27f_view host work (#9984).
Fix
A still is one picture, not a video: nothing moves, so nothing fades. Add STILL_CARD_ALPHA to deck.t27 (the card's settled opacity, 1000) and a test that ties it to the video: it equals the opacity once the camera has landed, never the faded last frame, and no frame of the video is more opaque.
Done when
- The deck spec's test report on the lab passes with the new test non-vacuous.
- Mutating
STILL_CARD_ALPHAto 0 or 999 fails the new test.
