Closes #10167

Two of master's checks have been red since #10087 and #10157. This PR fixes both. Neither is caused by a PR branched from master.

1. cli-tri: "No census moved without saying so"

#10087 added .github/workflows/pr-budget.yml without re-blessing the census pins. Every number that moved comes from that one workflow:

census line was now
quiet workflow files read 66 67
quiet named a path but not quiet 198 200
shell workflow files read 66 67
shell jobs 87 88
shell run: steps 313 314
shell the runner names the shell 292 293

The files were written by tri census pin --bless on the Railway lab at master 45decd5. On that checkout --gate failed before the bless. The sha256 of both files here matches the lab's copy.

2. duplicate-bodies: "a body written under find / has is now copied 2 times"

#10157 landed specs/t27mcp/examples.t27 with byte-identical copies of find() and has() from specs/t27mcp/check_hints.t27. I removed the copies instead of blessing them into the ledger: examples.t27 now does use t27mcp::check_hints::{find, has};.

t27c gen and gen-c inline the imported bodies, so the exports of examples.wasm in gHashTag/t27-mcp stay the same.

Results on the lab at master 45decd5:

check result
test-report on examples.t27 8 tests, 0 fail, 0 vacuous
test-report on check_hints.t27 13 tests, 0 fail, 0 vacuous
dupe_scan "ok: no new duplicate body"

…flow (Closes #10167)

#10087 added .github/workflows/pr-budget.yml and did not re-bless, so
master's cli-tri step "No census moved without saying so" fails.

Which numbers moved, all from that one workflow (one job, one run: step,
no container):
- quiet: workflow files read 66 -> 67; named a path but not quiet 198 -> 200
- shell: workflow files read 66 -> 67; jobs 87 -> 88; run: steps 313 -> 314;
  the runner names the shell 292 -> 293

Written by `tri census pin --bless` on the Railway lab at master 45decd5.

…ead of copying them (Refs #10167)

#10157 landed examples.t27 with byte-identical copies of check_hints.t27's
find() and has(), so master's duplicate-bodies ratchet fails: "a body
written under find/has is now copied 2 times and was in no ledger".

examples.t27 now has `use t27mcp::check_hints::{find, has};`. t27c gen
and gen-c inline the imported bodies, so examples.wasm in gHashTag/t27-mcp
keeps the same exports. Lab at master 45decd5: examples.t27 8 tests,
0 fail, 0 vacuous; check_hints.t27 13 tests, 0 fail, 0 vacuous;
dupe_scan "ok: no new duplicate body".

Superseded by #10172, which makes the same census re-pin and the same examples.t27 dedupe and also fixes the Corpus ratchet red. Closing this one so the two do not conflict.
