Closes #10291

Adds specs/physics/physical_limits.t27: Landauer, Margolus-Levitin, Bremermann, Bekenstein and the holographic bound as functions of CODATA 2022 constants, so compilation, next-token generation and particle simulation can each be priced against them.

What it checks (15 tests, every assert goes through a fn):

  • Landauer at 300 K = 2.871e-21 J; Margolus-Levitin 5.4258e50 ops/s for 1 kg (Lloyd 2000); Bremermann 1.356e50 bit/s/kg; Bekenstein 2.5769e43 bits for 1 kg in 1 m; holographic 1.3807e69 bits per m^2.
  • ML at rest energy is exactly 4x Bremermann.
  • A Schwarzschild horizon saturates Bekenstein and holographic to 1e-12: two different arguments, shared constants, so it cross-checks h, G, c and the factors of 2, 4 and ln 2.
  • hbar is derived as h / (2 pi); the truncated 1.054571817e-34 is rejected (6.1e-10 short).
  • One GPU token is 3.5e19 times the Landauer cost of its 17 index bits. Only the per-prompt energy is sourced (0.24 Wh, Elsworth et al., arXiv:2508.15734); tokens per prompt, vocabulary size and FLOPs per token are labelled UNVERIFIED, and a test brackets the token energy over four decades to show the verdict (gap above 1e17) does not lean on them.

What it does not claim: no machine is near these limits, the ratios are floors rather than efficiency scores, and the holographic bound is used as a sourced formula, not as a claim that the universe is a hologram. G has 2.2e-5 relative uncertainty, so G-dependent values are good to about 1e-5.

No constant comes from the n * 3^k * pi^m * phi^p * e^q lattice.

Verification (Railway lab, test-report): 15 pass, 0 fail, 0 vacuous. Planted faults: a truncated hbar fails 7 tests, a missing ln 2 in Landauer fails 2. ASCII only; tools/dupe_scan.py --like reports nothing in this file is written elsewhere. The repo-wide tools/dupe_scan.py gate already exits 1 on master (a hex_digit group, unrelated); this PR adds no group.

…ann, Bekenstein and holographic bounds, a GPU token priced against them (Closes #10291)

Five published bounds on computation as functions of CODATA 2022 constants
(hbar derived as h / (2 pi), never the truncated value), 15 tests, all routed
through fns. A Schwarzschild horizon saturates the Bekenstein and holographic
bounds to 1e-12, which cross-checks the constants. One GPU token is priced at
3.5e19 times its Landauer cost; only the per-prompt energy (Elsworth et al.
2025, 0.24 Wh) is sourced, the rest is labelled UNVERIFIED and the verdict is
shown to survive four decades of that input. No constant comes from the
n*3^k*pi^m*phi^p*e^q lattice.

Verified on the Railway lab: 15/15 pass, 0 vacuous; a truncated hbar fails 7
tests and a missing ln 2 fails 2.
