Lane 1 of the TRI CLAW queue epic (#10393). The queue jobs need tokens the surface table did not name.

What changed

• specs/claw/github_surface.t27: five new S_PLANNED rows appended (indices 22-26), every parallel array aligned, COUNT 22 -> 27, every [22] array and 0..22 loop is now 27.
  • merge-pr: contents / write / PUT /repos/{o}/{r}/pulls/{n}/merge
  • update-branch: pull_requests / write / PUT .../pulls/{n}/update-branch
  • rerun-failed: actions / write / POST .../actions/runs/{id}/rerun-failed-jobs
  • control-comments: issues / write / POST .../issues/{n}/comments
  • queue-dispatch: contents / write / POST .../dispatches
• GRANT_PERMS / GRANT_LEVELS learn actions at write (15 -> 16; measured 2026-10-18 on GET /apps/tri-claw).
• No existing row changed its permission, level or status. plan_fits_grant(false) stays true; over_granted stays 9 / 8.
• Census: S_PLANNED 9 -> 14, the other counts are unchanged.
• Five new tests: merge_pr_mints_contents_write_only, queue_rows_are_planned_and_mintable, queue_rows_name_their_permission_and_level, actions_is_granted_and_minted_for_rerun_only, the_original_rows_keep_their_permission_level_and_status.

Verified on the Railway lab

• t27c test specs/claw/github_surface.t27: exit 0, 15 tests (10 before, 5 new).
• t27c seal --save then t27c seal --verify: all hashes MATCH. Seal brought back by base64; its sha256 (4bfbbe13...f8178e) matches the lab's.
• t27c suite: no failure mentions github_surface; the remaining failures are already on master (e.g. missing seal for suggest_feed).
