#10726 wrote t_rows (check_state) and t_rep (merge_lane) with the same body, and master has been red on duplicate-bodies since. merge_lane now uses check_state's t_rows. Reseals CheckState, MergeLane, CheckLatest and RequiredRed. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Master has been red on
duplicate-bodiessince #10726 (a14dec4). That PR, from the TRI CLAW lane, added one row-repeating test helper twice:t_rowsinspecs/claw/check_state.t27andt_repinspecs/claw/merge_lane.t27, with the same body. The check is not required, so four PRs merged on red after it.This PR keeps one copy:
t_rowsin check_state becomespub.use claw::check_state, its 7 calls switch tot_rows, and itst_repis deleted.The ledger is not blessed, because the copy was not deliberate.

The TRI CLAW loop missed this for three ticks. It verified every PR on the lab but never read the non-required checks after merge. The loop's skill now reads every failing check on a lane PR, required or not.
