…es in specs/tri/land/land.t27 (Closes #11068) `tri land [<branch>] --issue <N>` merges master into a lane branch in a scratch worktree, runs the gates on the merged tree (tests with no vacuous pass, seal verify and save, types ratchet, dupe_scan failing names a subset of master's), commits, pushes the head (never forced, never master), opens the pull request if none is open and enables auto-merge, and stops at the first gate that fails with a named code: CONFLICT (with the files), TESTS_NOT_CLEAN, SEAL_NOT_CLEAN, TYPES_NOT_CLEAN, DUPE_NOT_SUBSET, PUSH_NOT_CONFIRMED. A second run on a landed branch prints ALREADY_LANDED and changes nothing. Every decision is in the spec: the order of the steps, each step's argument vector, the readers of the five gate outputs, the dupe-subset rule on names, the refusal codes and the retry of a flaky TLS answer. 26 tests pin the text formats as byte strings. The glue is 38 added lines in cli/tri/src/main.rs: it runs the step the spec names next as an argument vector with no shell, appends the output as evidence and asks the spec to judge it. Paid for by deleting scripts/fix_v09_latex.py (79 lines, a one-off .tex generator no file names). Reuses preflight's evidence sections and changed-file reader, the receipt line readers, lanes' number reader and remote_job's byte writers and path rule by `use`; no function body is written twice (dupe_scan --like: nothing written elsewhere).
