…seals of the specs that import one (Closes #11225) specs/tri/land/land.t27 gains two gates the hand pipeline ran and tri land lacked: - step 13 t27b: `t27b test <spec> --check --quiet` for every changed spec, after its tests and before any seal. A MISMATCH line, a non-zero exit or a t27b that cannot start refuses with the new code T27B_NOT_CLEAN (exit 16). t27b is the file beside T27C. - steps 17 to 20: one `git grep -l -F -e "use <module>::" ... -- specs` finds the specs that import a changed spec; each one that is not itself changed (nor scratch) has its seal verified, saved when it drifted and verified again (SEAL_NOT_CLEAN, naming the importer); an importer with no seal is left alone. importer_names lists the extra specs. The step constants are renumbered (types 21, dupes 22, stage 23 ... clean 33, LAND_STEPS 34), the header table and the fixtures follow, CMD_MAX grows to 65536 for the grep, and SLOT to 1000000000 because a per-importer slot's entry is the offset of its line in the evidence. 8 new tests (34 in all), each gate with a passing and a refusing event log. gen/rust/tri/land/land.rs is regenerated with t27c gen-rust, not edited.
