Merge request for the gHashTag merger: steward READY (required all SUCCESS — validate, check-linked-issue, parse-ratchet, t27b-native-linux, t27b-native-macos; the red ones are non-required per Q16 and red on master too). Ledger row included; one-line rebase if the earlier lane PRs land first — I take it on request. |

Refs #8887 (CR-CHAT-07 ring tracker). Parent epic: gHashTag/trios#1812 (W2, own lane, T-PORT). Eighth CR-CHAT-07 ring target delivered: the cover-entropy rules (R-CHAT-10) — empty probe, length floor (64), alignment grid (64), expected length class, zero-run ceiling (8; exact-eight boundary passes in CTEF-08), entropy floor (3.0 bits) — D5 verdict with the code alone (no payloads), the original's rule order, all ten CTEF tests transcribed plus helper and rule-order tests (12 total, 0 vacuous). shannon_entropy (int→float + log2 fold) does not lower under the backends — the entropy arrives caller-computed per the lane convention (#9698/#9747/#9752/#9811); max_zero_run ports whole; all fixture statistics Python-verified exact (good 6.0 bits/64 distinct bytes, 0x42-cover 0.0, nine-zero 0.586/run 9, eight-zero boundary 5.625/run 8). t27b 12/12 native; t27c 12/12; gen-rust compiles under rustc (0 errors, 0 &'static str, 0 Vec<const); coverage Untested 0; seal all hashes MATCH; ledger row included (pass, non-pass untouched). Dedup checked. Sequencing: one-line ledger rebase if the earlier lane PRs land first — I take it on request.
