Merge request for the gHashTag merger: steward READY (required all SUCCESS — validate, check-linked-issue, parse-ratchet, t27b-native-linux, t27b-native-macos; the red ones are non-required per Q16 and red on master too). Ledger row included; one-line rebase if the earlier lane PRs land first — I take it on request. |

Landed from #9826 as part of one combined PR (the Actions queue could not carry 28 single runs while master kept moving under the ledger rows). Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Refs #8887 (CR-CHAT-07 ring tracker). Parent epic: gHashTag/trios#1812 (W2, own lane, T-PORT). Seventeenth CR-CHAT-07 ring target delivered: the starvation rules (R-CHAT-10, L-CHAT-7-cts) — window floor (4; empty = no signal), gap-length coupling (gaps = emissions − 1), per-gap canonical membership ([1000, 5000, 30000, 300000]; off-grid gap pinpointed by index and value), cover-floor cross-multiplication (covers·4 ≥ total; 1-of-4 boundary passes in CTS-06, 1-of-8 rejected in CTS-07) — D5 verdict with every payload field, original rule order, all ten CTS tests transcribed plus helper and rule-order tests (12 total, 0 vacuous). Pure integer guard — no float, no caller-computed statistics; the original's CTS-10 composes with the stateful CoverScheduler — the scheduler stays outside the pure-guard form, the green test exercises the guard's whole path over a fixed window with the randomness named (documented). t27b 12/12 native; t27c 12/12; gen-rust compiles under rustc (0 errors, 0 &'static str, 0 Vec<const); coverage Untested 0; seal all hashes MATCH; ledger row included (pass, non-pass untouched). Dedup checked. Sequencing: one-line ledger rebase if the earlier lane PRs land first — I take it on request.
