Refs #8887 (CR-CHAT-07 ring tracker). Parent epic: gHashTag/trios#1812 (W2, own lane, T-PORT). Twenty-first CR-CHAT-07 ring target delivered: the volume-stability rules (R-CHAT-10) — batch ceiling (256), empty batch accepted, per-window zero-index probe, volume floor (10) / ceiling (10000), strictly-increasing indexes, deviation ceiling (0.15 of the mean; CTSG-01's pair fires at index 0, exactly as the original's float math does) — D5 verdict with every payload field (mean/max_dev ride the verdict), original rule order, all ten CTSG tests transcribed plus a rule-order test (11 total, 0 vacuous). Exact re-basing: the original's float mean needs int→float casts the backends reject; the deviation rule re-bases to the original's rational arithmetic in pure u64 — dev = |v·len − sum| / sum, ceiling ⟺ |v·len − sum|·100 > sum·15 — identical verdicts for every input (Python-verified: CTSG-01 fires at 0, CTSG-07/09/10 pass, all probes); the float mean still arrives caller-computed to ride the payload (lane convention #9698/#9747/#9814). t27b 11/11 native; t27c 11/11; gen-rust compiles under rustc (0 errors, 0 &'static str, 0 Vec<const); coverage Untested 0; seal all hashes MATCH; ledger row included (pass, non-pass untouched). Dedup checked. Sequencing: one-line ledger rebase if the earlier lane PRs land first — I take it on request.

…Tag#8887)

The twenty-first CR-CHAT-07 ring target (W2, R-CHAT-10): the
volume-stability rules - the batch ceiling, the empty batch
(accepted), then per window the zero index, the volume floor
(ten), the volume ceiling (ten thousand), the strictly-
increasing index and the deviation ceiling (fifteen
hundredths of the mean) - as the D5 verdict with every
payload field, the original's rule order, and all ten CTSG
tests transcribed plus a rule-order test.

The original folds a float mean over u64 volumes; the
int-to-float casts do not lower under the backends. The
deviation rule re-bases to the original's exact rational
arithmetic in u64 - the deviation from the mean sum/len is
|v*len - sum| / sum, so the ceiling is the integer
cross-multiplication |v*len - sum| * 100 > sum * 15 -
identical verdicts for every input, no float anywhere. The
float mean still arrives as a caller-computed number to
ride the verdict's payload field, the lane convention.

Checks (conventions 0-14): t27b test 11 passed 0 failed; t27c
test-report 11/11, 0 vacuous; gen-rust output compiles under rustc;
coverage Untested 0; ASCII only; seal saved, all hashes MATCH;

Merge request for the gHashTag merger: steward READY (required all SUCCESS — validate, check-linked-issue, parse-ratchet, t27b-native-linux, t27b-native-macos; the red ones are non-required per Q16 and red on master too). Ledger row included; one-line rebase if the earlier lane PRs land first — I take it on request.
