blog + widget: BYPASS or a broken shift -- the JTAG IR-capture check #1566

A post and a widget on the IR-capture check added to tdo_verdict.t27 (gHashTag/t27#8032).

• Blog post bypass-or-a-broken-shift (EN + RU): the IEEE 1149.1 rule that Capture-IR loads 01 into the two low IR cells, the five-check verdict order, the recording at /term/tri-fpga-jtag-ir/.
• Widget jtag-verdict (fpga): type an IR capture and a DR word, see which check decides. Words and the 7 test vectors live in specs/widgets/jtag-verdict.t27 (7 tests).
