Autonomous loop must not merge its own PRs: hand off to a reviewer bee #1685

Owner's rule, 2026-10-02: "the Queen must not merge by herself!! the Queen only manages!" and "take the merge right away from the board merger too". No automation merges on its own verdict.

.agent/autonomous_loop.md (FINALIZE, line ~39) tells the agent to run gh pr merge --squash as soon as CI is green. Green CI is the loop's own verdict, so under the rule it cannot be a reason to merge. The loop should open the PR and hand it off to a reviewer bee. A merge happens only after an APPROVED review plus the bee-reviewed label added after the last commit, the same gate as gHashTag/t27#5526.
