Release v1.3.1 — ships the agentflare update 404 fix from #201.

• fix(update): platform asset filenames don't include version #201: asset_name() no longer appends the version to platform binary filenames, so agentflare update requests the correct release asset (was 404 on every platform).

Release mechanics

Crates are publish = false, so release-plz does not cut releases. Bumping Cargo.toml to 1.3.1 (and Cargo.lock) so the built binary's --version matches the tag (the Homebrew formula test asserts this). After merge, tag v1.3.1 fires the release workflow.
