fix(flare-proxy): OpenAI-compatible tool_choice shape + duplicate message_stop - #560
Conversation
OpenRouter's OpenAI-compatible stream sends a trailing usage-only chunk that repeats finish_reason after the chunk that actually closed the message. Live-tested against a real OpenRouter free-tier model: the proxy emitted two message_delta/message_stop pairs per response, which is invalid Anthropic Messages streaming protocol (exactly one message_stop must terminate a stream) and can confuse strict clients. Adds AnthropicStreamBuffer::finished; finish_stream/gemini_finish_stream now no-op on any call after the first. OpenAI-compatible tool_choice must be the bare string "none"/"auto"/
"required", or {"type": "function", "function": {...}} for a
specific tool -- there is no {"type": "auto"} / {"type": "required"}
object form. translate_tool_choice was emitting exactly that invalid
shape for Anthropic's "any" and the default/"auto" case.
Live-verified against OpenRouter (nvidia/nemotron-3.5-lightning:free):
sending the old {"type": "required"} shape gets rejected with "data
did not match any variant of untagged enum
ChatCompletionToolChoiceOption" -- a 400, no response at all. This
broke every forced tool-use request, including Anthropic's
tool_choice: {"type": "any"}, which Claude Code itself sends.
After the fix: live end-to-end test through flare-proxy's actual
router() against a real free-tier model produces a correct tool_use
content block (name=read_file, input={"path":"src/main.rs"}).

📝 WalkthroughWalkthroughThe proxy now translates default tool choices to bare OpenAI strings. Anthropic-specific tool choices retain function objects. OpenAI and Gemini stream finalizers ignore repeated finish chunks after emitting the first ChangesProxy shape translation

Preserve final usage before emitting message_stop.
The first finish chunk emits output_tokens: 0, and the finished guard discards the later usage-bearing chunk. Buffer the finish reason and emit one message_delta with the latest usage before message_stop. Apply the same handling to gemini_finish_stream, add an end-of-stream fallback, and update the tests to assert the final token count.

Summary
Two live-verified fixes to flare-proxy's OpenAI-compatible streaming translation layer, rescued from an abandoned local branch that was never pushed or PR'd (item #515).
translate_tool_choicenow emits bare strings for"auto"/"required"/"none"instead of wrapping them in{"type": ...}. Live-verified against OpenRouter: the wrapped form is rejected ("data did not match any variant of untagged enum ChatCompletionToolChoiceOption"), breaking every forced tool-use request — including Anthropic'stool_choice: {"type": "any"}, which Claude Code itself sends for many tool calls. The specific-function case is unchanged.finish_stream/gemini_finish_streamnow guard against re-emittingmessage_stopon a repeated trailing usage-only chunk that repeatsfinish_reasonafter the chunk that actually closed the message (observed live on OpenRouter). A stream must terminate in exactly onemessage_stopper Anthropic's Messages streaming protocol.Test plan
