Command-terminal windows flash over the desktop during regular Windows usage. Root cause: ~15 spawn sites called raw
std::process::Command::newwithoutCREATE_NO_WINDOW. Whenever the parent runs console-less — daemon background ticks, an MCP server spawned by a GUI IDE, hook runners — Windows allocates a fresh console for every child. Worst offender: the dashboard orphan-reconcile tick spawning unflaggedpowershellon every pass.Fix
